Mexico City will try 'zero tolerance'
Plagued by murders, robberies, slapdash motorists and bribe-happy police officers, Mexico City is to embrace a series of recommendations from the former mayor of New York Rudolph Giuliani.Mr Giuliani's consultancy group was paid $4.3m (£2.7m) last year to find a solution to the Mexican capital's crime problem. Mr Giuliani's "zero tolerance" policy is credited with cutting New York's crime by 60%.
The 146 recommendations by Giuliani Partners include projects to help 14,000 street children, improve traffic light enforcement, and crack down on squeegee gangs. Other measures include an anti-graffiti unit and a noise pollution hotline.
A hi-tech crime-monitoring system will mirror New York's, and there is a promise to tackle police corruption. Some of the measures will require constitutional changes.
